We are delivering one of the most ambitious retrofit and decarbonisation programmes in the sector and we’re looking for a Retrofit Programme Manager to help lead this vital work. This is a key role at the heart of our sustainability strategy, ensuring our homes are energy‑efficient, compliant, and ready for the future.
About the role
As Retrofit Programme Manager, you will lead the delivery and closure of the SHDF 2.1 programme and oversee the successful delivery of the Warm Homes Social Housing Fund (WH:SHF) Wave 3 programme. You’ll act as Anchor’s primary liaison with grant funding bodies, ensuring all reporting, governance, and audit requirements are met to the highest standard.
You’ll also play a central role in shaping Anchor’s future funding pipeline — identifying opportunities, developing proposals, and ensuring they align with our long‑term asset management and decarbonisation priorities.
Managing a small, skilled team including the Retrofit Technical Advisor and Retrofit Programme Coordinator, you’ll ensure strong technical input, robust data reporting, and effective programme governance across all retrofit activity.
What you’ll be doing
- Leading programme management for SHDF 2.1 closure and WH:SHF Wave 3 delivery
- Acting as the main point of contact for grant funding bodies, ensuring accurate monthly reporting and audit‑ready documentation
- Overseeing governance processes, risk management, and compliance across all retrofit programmes
- Ensuring retrofit projects delivered by the property team meet quality, performance, and regulatory standards
- Identifying and developing new grant funding opportunities aligned with Anchor’s asset strategy
- Coordinating cross‑functional input into retrofit and decarbonisation planning
- Managing and developing the retrofit team, ensuring strong performance and collaboration
- Representing Anchor in external forums, funding discussions, and sector networks
What you’ll bring
Knowledge & Skills
- Excellent understanding of programme and project management
- Strong knowledge of retrofit delivery in housing, including SHDF and WH:SHF programmes
- Familiarity with housing regulation, building safety, and environmental standards
- Understanding of strategic asset management and decarbonisation planning
- Awareness of EPC/SAP modelling and retrofit technologies
- Strong communication, stakeholder engagement, and analytical skills
Experience
- Proven experience managing retrofit programmes in housing or property sectors
- Experience working with grant funding bodies and delivering compliant, audit‑ready programmes
- Track record of successful reporting, governance, and risk management
- Experience leading multidisciplinary teams, including technical and coordination roles
- Familiarity with decarbonisation planning and energy efficiency strategies
Qualifications
- Degree in Programme Management, Housing, Sustainability, or a related field — or equivalent experience
- Professional qualification such as PRINCE2, CIH, or APM
- Evidence of continued professional development in retrofit, sustainability, or asset management
