Senior Heat Network Officer
Contract: Permanent, Full time
Salary: c.£50,000 plus £5,800 car allowance
Shape the future of communal heat networks and play a key role in Anchor’s journey to net zero.
We’re looking for an experienced Senior Heat Network Officer to lead the strategic and operational development of our growing heat network portfolio. With a third of our locations already using communal heating and more planned through new build and retrofit programmes, you’ll influence a critical and expanding area of our business.
You’ll ensure our heat networks are reliable, efficient and compliant, while preparing the organisation for incoming Ofgem regulation. You’ll manage performance, contracts and customer experience, and drive improvements across metering, billing and tariff‑setting. You’ll also help shape our long‑term decarbonisation and retrofit strategy.
What You'll Be Doing
- Lead strategic development of heat networks, including expansion and decarbonisation.
- Prepare Anchor for Ofgem regulation and ensure ongoing compliance.
- Oversee operational performance to maximise efficiency and resident satisfaction.
- Manage contracts with suppliers, operators and ESCOs.
- Improve metering, billing and tariff processes.
- Act as subject matter expert for internal teams, residents and partners.
- Represent Anchor in regional and national heat network forums.
- Manage budgets, secure funding and identify investment opportunities.
- Collaborate with Heating Contracts, Asset Management and Retrofit teams.
- Stay current with legislation, best practice and emerging technologies.
What You’ll Bring
- Strong understanding of UK energy legislation, heat network compliance and Ofgem regulation.
- Knowledge of communal heating systems, building energy performance and retrofit.
- Familiarity with low‑carbon technologies (ASHP, GSHP, CHP).
- Proven experience in heat network operations, energy management or low‑carbon infrastructure.
- Contract management and partnership experience.
- Relevant degree plus CIBSE CP1 qualification.
